Look at my son's toes....
What do you make of that? He hasn't burned his toes.
We've been going swimming a lot. Can chlorine cause that?
I put moisturizer on them about 3 times a day. He won't let me snip off the dead skin with clippers. He's afraid it will hurt. So, we're just waiting for it to take care of itself.

My daughters hands are doing the same thing...it gets worse when she is too hot and sweating.
Could be chlorine burns, but I'd likely say it's a combination of dry skin and maybe athlete's foot. Try some OTC athlete's foot cream at night, slather him good, and then have him wear socks to bed.
Good luck!
Our youngest son had this same problem several years ago. (I forgot what the official term is.) Anyway, the doctor said it wasn't a fungus. He told Daniel to get in the tub...and gently rub off the loose skin (not rip it off...just gently rub). Then dry them well & coat them in Aloe Vera Gel like you use for sunburns. Put socks on to keep the gel soaking in. He said do that for however many days it takes. It took several, but it went away & has not come back.
I just remembered the name of it. It is called Juvenile Plantar Dermatosis.
